There’s two options, Royalty Free Music and Public Domain.
Royalty free doesn’t mean free like you don’t have to pay, you probably have to buy a one-time licence fee and then you can use the music however and whenever you want.. for ever and ever…
And then there’s Public Domain and Creative Commons, which means you don’t need or require permission from whoever created that music. Creative Commons probably involves some kind of minor permissions terms or condition of citation (giving credit for example).

Audioblocks
They have music, sound effects and loops. There’s over 100,000 tracks but it’s not all free, you need to filter your search. A fun thing about Audioblocks is that you can search according to a genre, feeling or emotion, such as: Happy, Sad, Love, Fear, etc…

ccMixter
A fantastic website that hosts a community of musicians and DJs sharing their work for free.
An excellent resource to find original background music.

Envato Market
This specific website marketplace has a global community that uploads their own songs.
There’s a lot of royalty free music and paid songs starts at $1, so it’s not bad…
A very exciting feature is the music kits, which allow you to actually manipulate the songs yourself and customize them for your needs.

Incompetech
They have a ton of royalty-free music, almost all created by musician Kevin MacLeod and you can download them for free as long you credit the musician and the website.

You can also download the entire music library with a one-off fee of just $38.

Jamendo
This site is created specifically for advertisers and marketers. Simply search their library according to your needs.

Musopen
So this one is a little bit different – all of the available royalty free music is classical.
It’s not modern music but if you want to give a sophisticated vibe in your projects or piece, you’re on the right place.

Netlabels
Over 65,000 tracks exist in this huge collection of music, and you can download them for free under the creative common license.

SoundCloud
Everybody knows Soundcloud. Amateur musician and DJs use it to upload and share their own music. This is a very good source of music to use in your projects, just filter your search for music licensed for reuse, and you should be good.

Youtube Audio Library
Here, you have millions of music in different genres that can be used, all you need to do is  attribute the owner of the track.
